To ask the Chancellor of the Exchequer what his estimate is of total UK expenditure on domestic and foreign surveillance and security services for each year since 1985, expressed in real terms using 2000–01 prices; what public service agreements exist to ensure value for money for such expenditure; and if he will make a statement. The level of expenditure by the three intelligence agencies, GCHQ, the Security Service and the Secret Intelligence Service, was first disclosed in 1994. As a consequence of the decision taken at the time not to disclose information for the years prior to 1992–93, I do not have that information. The available information is as follows:
