§ The Minister of State, Department of the Environment, Transport and the Regions (Lord Macdonald of Tradeston)The 10-Year Plan includes a target to cut journey times on London Under ground services by increasing capacity and reducing delays. The plan states that specific targets will be agreed with the mayor after the Public Private Partnership has been established. Detailed performance indicators will be a matter for the mayor.
