§ Mr. HillSection 40 of the Road Traffic Act 1988 gives the Secretary of State for Transport powers to grant-aid bodies, other than local authorities, to promote road safety. The legislation does not provide powers for the Secretary of State to give grants to support those affected by deaths or injuries as a result of road traffic accidents.
