§ Mr. HillThe Transport Act 2000 created the Strategic Rail Authority, with the purposes of promoting the use of the railway network for the carriage of passengers and goods, securing the development of the railway network and contributing to the development of an integrated system of transport of passengers and goods. The authority will develop strategies for rail development in accordance with the 10-year plan. The authority, the Rail Regulator and the Health and Safety Commission are the three pillars of railway regulation.
