To ask the Secretary of State for Social Security what estimate he has made of the number of people who are(a) eligible to receive (i) Housing Benefit and (ii) Council Tax Benefit, in (A) Scotland and (B) each local authority area in Scotland and (b) actually claim the relevant benefit in each case.
