§ Dr. HowellsWe remain fully committed to the proposals set out in the White Paper "Time for Reform" and intend to introduce legislation to implement them. The timetable for implementation inevitably depends on when it will be possible to introduce the necessary legislation in Parliament and this will be done as soon as parliamentary time permits.
