§ Mr. SpellarRailtrack's decision, taken before it went into administration, followed the conclusion of the Rail Regulator's periodic review of the company's access charges. The Rail Regulator and the Strategic Rail Authority have subsequently confirmed that Railtrack is only funded to provide "like for like" replacement under its repair and maintenance obligation at franchised stations.
