§ Ruth KellyThe Community budget is implemented by the European Commission in accordance with the Treaty, EC legislative decisions and the amounts agreed annually by the budgetary authority (Council and European Parliament). Any individual or organisation may make a case to the Commission for support from the budget; for example there is an EC subsidy available for the "Journalists in Europe" association.
