Whether they consider it possible for a driver to exercise proper control over a vehicle while driving it at the same time as holding a mobile telephone to his or her ear. [HL1770]

Rule 127 of theHighway Code is clear. It says, "You MUST exercise proper control of your vehicle at all times. Never use a handheld mobile phone or microphone while driving."
