§ Mr. MeacherThe objective of the Home Energy Efficiency Scheme is to improve the energy efficiency of private sector homes occupied by those householders most vulnerable to cold-related ill-health who are either in, or at risk from, fuel poverty.
Older householders, families with young children, the disabled and long-term ill are all regarded as being vulnerable to cold-related ill-health.
