To ask the Minister of Agriculture, Fisheries and Food what the average percentage increase in salaries of non-industrial civil servants, excluding members of the Senior Civil Service, was in his Department for 2000–01. [152800]

[holding answer 14 March 20011Since 1996 MAFF has had delegated authority for negotiating pay settlements. For the 2000 pay round, the core MAFF settlement included Pesticides Safety Directorate and the Veterinary Medicines Directorate.

MAFF applied performance related awards in 2000–01 which linked pay awards to job performance on an individual basis. It is therefore not possible to provide a single average percentage increase. Pay awards to satisfactory performers were within the range of 3.2 per cent. and 11.75 per cent. The higher awards also included changes to the pay structure and additional payments to the best performers. Unsatisfactory performers received no performance pay award.

The Minister of Agriculture, Fisheries and Food is also responsible for other Executive Agencies with their own negotiating remits. I have asked Chief Executives to respond direct with information on their pay settlements.

Letter from Steve Edwards to Dr. David Clark, dated March 2001: The Minister has asked me to respond to your question on the average percentage increase in salaries of non-industrial civil servants, excluding members of the Senior Civil Service, in his Department for 2000–01. Since 1996 VLA has had delegated authority for negotiating pay settlements for staff in the Agency excluding members of the Senior Civil Service. In 2000 the headline pay settlement was 2.5% of the pay bill. Together with the additional funds from staff turnover, staff received performance related increases with an average cost of 4.3%. The increases were not staged. Information on the 2001 payment settlement is not yet available because negotiations are still ongoing.

The headline pay settlement was 2.7% on the pay bill and, together with the additional funds from staff turnover, staff in post received performance related increases averaging 4.76%.

I am replying on behalf of the Centre for Environment, Fisheries and Aquaculture Science (CEFAS). The headline pay settlement for CEFAS was 2.82% on the pay bill and, together with the additional funds from staff turnover, staff in post received performance-related increases averaging 4.03%.
