Whether a resolution of the United Nations in the Security Council constitutes sufficient authority for the establishment of the Yugoslav War Crimes Tribunal. [HLI134]

Yes. Security Council Resolution 827 of 16 April 1993, adopting the statute of the International Criminal Tribunal on the former Yugoslavia, was adopted under Chapter VII of the UN Charter. Its provisions are thus legally binding upon UN member states.
