§ Mr. MullinLord Rogers' Urban Taskforce recommended that we should harmonise VAT on new-build and repair and maintenance. The forthcoming Urban White Paper will outline the Government's response to Lord Rogers' recommendations, but final decisions on taxation will be for my right hon. Friend the Chancellor.
