§ Mr. Alan JohnsonWe do not expect the IR35 legislation to have a material effect on labour market flexibility. Our proposals to reform the regulations governing the private recruitment industry will increase labour market flexibility. A revised regulatory impact assessment will be published at the time the regulations are laid before Parliament.
