Fiona Mactaggart

To ask the Secretary of State for Education and Employment if he will make a statement on the progress being made on the appointment of the board members of the local learning and skills councils. [141260]

Mr. Boswell

To ask the Secretary of State for Education and Employment if he will now list appointments to the local learning and skills councils. [140871]

Mr. Wicks

Bryan Sanderson, Chairman of the Learning and Skills Council, has today announced the appointment of the members of the local learning and skills councils. Each local LSC chair will be writing to Members of Parliament whose constituencies are within their areas with full details of the relevant councils. A list of all successful candidates has been placed in the Library.

Mr. Chope

To ask the Secretary of State for Education and Employment if he will place in the Library a copy of the guidance issued to learning and skills councils on arrangements for 16 to 19-year-olds for 2001–02. [140914]

Mr. Wicks

My right hon. Friend the Secretary of State published his remit letter for the Learning and Skills Council on 9 November. This set out the Government's key priorities for the first three years of the council's operation, including maximising the levels of participation and attainment for 16 to 19-year-olds. Copies have been placed in the Library. My right hon. Friend will also be issuing his first annual grant letter to the Council shortly, and this will include key objectives for young people's learning for 2001–02. Copies of this letter will also be placed in the Library.

Mr. Chope

To ask the Secretary of State for Education and Employment when the learning and skills councils will issue letters of interest to providers showing indications of funding allocations in 2001–02. [140915]

Mr. Wicks

The Learning and Skills Council will issue indicative funding allocation in February 2001 to further education colleges in respect of the 2001–02 academic year and to other providers in respect of the 2001–02 financial year. This is in line with the timetable previously operated by the Further Education Funding Council and the training and enterprise councils.

Mr. Chope

To ask the Secretary of State for Education and Employment when local learning and skills councils will be fully operational. [140916]

Mr. Wicks

Local learning and skills councils will have taken responsibility for their full range of activities, other than the funding of school sixth forms, by 1 April 2001. Responsibility for school sixth form funding will pass to the local councils in April 2002.
