§ Mr. Charles ClarkeRecorded crime figures and court proceedings statistics do not provide information on offences committed by young people according to whether or not they had been permanently excluded from school. However, information is available from the 1998–99 Youth Lifestyles Survey (YLS). The YLS showed that two per cent. of 12 to 30-year-olds interviewed had been permanently excluded from school at some time. Of these, 34 per cent. admitted one or more of a list of 27 offences in the last year compared to 18 per cent. of those who had not been excluded. Nine per cent. of those who had been permanently excluded from school had been cautioned (either formally or informally) or taken to court in the past year, against two per cent. of those who had not been permanently excluded.
A study for the Youth Justice Board, conducted by MORI, used a broader definition of offending, and targeted those who were currently permanently excluded from school. Of those permanently excluded, 72 per cent. admitted offending in the last year compared to 22 per cent. of those currently in school.

§ Mr. Charles ClarkeEstimates of the percentage of young offenders reconvicted within two years of original sentence in each police authority area in England and Wales are in the table. The information is based on a sample of 4,490 offenders aged under 18, who were sentenced to non-custodial sentences in 1996. 2,865 (63.8 per cent.) were reconvicted within two years of the original sentence.
Due to the small numbers of offenders sampled in many areas, it is not possible to provide robust estimates of the types of sentence originally passed.
