Whether signatories to an international agreement may implement only those parts of the agreement that they select and ignore others. [HL4755]

Under Article 17 of the Vienna Convention on the Law of Treaties, and without prejudice to the provisions of the Vienna Convention concerning reservations, the consent of a state to be bound by part of a treaty is effective only if the treaty so permits or the other contracting states so agree.
