Baroness David asked Her Majesty's Government:

What treatment programmes are available for convicted sex offenders aged under 18 in:

  1. (a) local authority secure accommodation, and
  2. (b) young offender institutions. [HL4554]

A Youth Justice Board survey conducted in 1999 showed that 17 out of 30 local authority secure units run programmes for convicted sex offenders under 18. There are currently no formal programmes for sex offenders in young offender institutions.

The board recognises the need to improve the provision of these programmes for young offenders and will be discussing the development of more specialist programmes with providers of secure accommodation as part of its negotiations for the next contracting year.
