§ Baroness Scotland of AsthalThe decision to establish diplomatic relations with North Korea was not discussed with Japan beforehand. The Foreign Secretary raised it with the Japanese Foreign Minister when they met at the ASEM III Summit in Seoul. Mr Kono warmly welcomed the decision.
