To ask the Secretary of State for Health which institutions housing young offenders come within the definition of a children's home in section 1 of the Care Standards Bill [Lords]; what discussions he has had with the Home Office and the Youth Justice Board regarding the definition of a children's home; and if he will make a statement. Clause 1 of the Care Standards Bill defines what is a children's home for the purposes of the Bill. In relation to institutions housing young offenders, the current definition of a children's home will not be altered. For that reason, we have had no discussions with the Home Office or the Youth Justice Board regarding the definition of a children's home, as institutions housing young offenders do not come within the definition of a children's home.
