§ The Prime MinisterLord Justice Swinton Thomas has accepted an appointment as the Interception of Communications Commissioner for a period of three years from 10 April 2000. I thank his predecessor, Lord Nolan of Brasted for the great contribution he made during the six years he spent as Interception Communications Commissioner.
