What is their policy in relation to the cases of severely disabled people whose income support is reduced by as much as £18 per week to pay for essential social services provided by their local authorities; and what action they have taken, or will be taking, in such cases. [HL2382]

Our White PaperModernising Social Services recognised that the scale of variation in discretionary charges for nonresidential care is unacceptable. We are considering all the options for changing the current system, and will consult representatives of service users, carers, local authorities, and other interested parties.
