§ Mr. MullinEmissions from aircraft on domestic flights are already included in the UK totals and targets. The draft Climate Change Programme, published in March, sets out our plans for delivering the UK's target under the Kyoto Protocol and moving towards our 359W domestic goal of a 20 per cent. cut in carbon dioxide emissions by 2010. We are also working in ICAO towards the reduction of emissions from international aviation.
