§ Mr. HainThe Secretary of State for Foreign and Commonwealth Affairs has no plans to bring forward proposals in the UN on this subject. The Government are committed to issuing a Green Paper on mercenary activity by November 2000. We will consider the way ahead in the light of the public response to that Green Paper.
