§ Mr. George HowarthThe Department of Social Development is in the process of developing a scheme of assistance to address fuel poverty in Northern Ireland, similar to the Home Energy Efficiency Scheme (HEES) in England. As part of this, monitoring procedures will be produced to determine the effectiveness of the energy efficiency measures installed in the homes of the fuel poor.
