§ Mr. DenhamThe new resources for the National Health Service announced by my right hon. Friend the Chancellor of the Exchequer in his Budget will help the NHS to run balanced budgets year after. A substantial part of the accumulated deficits represent longer term liabilities such as clinical negligence costs for which funding is made available as payment falls due.
