asked Her Majesty's Government:

Whether they are satisfied with the use of project food aid as a means of poverty alleviation; and, if not, what is the status of this form of aid. [HL1156]

Our policy is that food aid in-kind can be an appropriate response to emergency situations but food aid can undermine agricultural production. However, I believe that well targeted development food aid activities can play a useful role in forming part of an effective social safety net for the poorest people in low income food deficit countries.
