To ask the Secretary of State for the Environment, Transport and the Regions if, following the recent issue of a public interest report by the District Auditor, pursuant to an objection to the accounts of Sheringham Town Council for 1996–97, he proposes to amend the national guidelines for local Government conduct, with specific reference to the exemptions contained in section 12(b) and to parish or town councillors who have been appointed to a voluntary body or charity; and if he will make a statement on the status of the guidelines. Under the Local Government Bill currently before the House all local authorities, including parish and town councils, will be required to adopt a new Code of Conduct, in line with a new Model Code to be issued by my right hon. Friend the Deputy Prime Minister. These Codes will replace the existing National Code of Local Government Conduct.
