To ask the Secretary of State for Health what the dates of(a) compilation and (b) publication were of the population data which he used to make his allocations to health authorities for 2000–01; and if he will make a statement. [133392]

The starting point for populations used in the 2000–01 weighted capitation formula are the 1996 based sub-national population projections for residents in mid year 2000 produced by the Office for National Statistics.

The final populations used in the 2000–01 weighted capitation formula were produced by adjusting the population projections for mid year 2000 by: adding patients identified as registered with general practitioners who form part of primary care groups for which the health authority are responsible but who are resident elsewhere; deducting residents identified as registered with GPs belonging to another health authority's primary care group.

The 1996 based population projections were published by the Office for National Statistics in Monitor PP3 98–1 issued on 3 December 1998.

The data used to adjust these populations to take account of GP patient registrations were validated with health authorities during June and July 1999. Adjusted populations were shared with health authorities in September 1999.

The final adjusted population figures used in the health authority weighted capitation formula were published in the 2000–01 Health Authority Revenue Cash Limits Exposition Book on 19 January 2000, copies of which are available in the Library.
