§ Ms Beverley HughesSERPLAN made no estimates of the number of homes to be built in each local authority within Essex. The regional housing provision is distributed below county level by the strategic planning authorities through the preparation of structure and unitary development plans. In the case of Essex, Essex county council and Southend unitary authority are responsible for keeping the Essex and Southend on Sea structure plan up to date and Thurrock unitary authority is responsible for preparing a unitary development plan for its area.
