§ Mr. WilsonThe Government recognise the need for special consideration to be given to the position of energy-intensive industries, of which the paper industry is one. Consequently, the Government intend to provide an 80 per cent. discount from the levy for those sectors that can agree challenging targets for improving their energy efficiency or reducing carbon emissions.
