§ Mr. BayleyI refer the hon. Member to the table on Page 135 of "Households Below Average Income 1994–95 to 1998–99". This shows that the proportion of pensioners living below a threshold of 60 per cent. of median income, after housing costs, remained static at 27 per cent. between 1996–97 and 1998–99.
