Public expenditure funded by the European Union for transport improvements in Scotland has been provided for in the Scottish Block (now the Scottish Assigned Budget). The level of provision is determined with regard to plans agreed with the Commission and to the submission of claims by project sponsors.
The Barnett Formula is a mechanism for determining aggregate expenditure provision for the Assigned Budget, by providing an increase in total provision over current
