What progress is being made by the Immigration Services Commissioner in establishing the scheme of regulation for immigration advisers and service providers. [HL3432]

As my honourable friend the Minister of State for the Home Office, Mrs Roche, indicated in another place on 22 May,Official Report, col. 370W, the Immigration Services Commissioner took up post on that date. The commissioner is in the process of consulting widely within the advice sector in order to formulate the rules and standards which will govern the regulatory scheme. The commissioner expects to have published the documents required by Part V of the Immigration and Asylum Act 1999 and to be ready to consider exemptions and applications for registration from 30 October 2000. We expect the full regulatory scheme to come into force in April 2001.
