Whether they consider that ill treatment of foreign migrant workers should be dealt with as a manifestation of racism by the United Nations World Conference against Racial Discrimination, Xenophobia and Related Intolerance in September 2001; and, if so, what analysis of this phenomenon they will assist or promote. It would be for the Preparatory Committee, in which all member states of the United Nations, observer international organisations and numerous non-governmental organisations are participating, to decide whether this is an issue which they would wish the World Conference to address, in which case the United Kingdom, in association with other member states of the Western European and Other Grouping, would of course undertake any subsequent analysis which the Preparatory Committee requested it to conduct.
