§ Dawn PrimaroloThis Government have already introduced a reduced rate of 5 per cent., the lowest rate possible in EC law, for grant-funded installations of energy saving materials. EC law does not permit us to introduce a reduced rate for supplies of energy saving materials for do-it-yourself installation.
