§ Dr. HowellsI understand that the question refers to the proposal by Trinity Mirror plc ("Trinity Mirror") to acquire the newspapers and related assets of News Communications & Media plc. Under section 58 of the Fair Trading Act 1973, my right hon. Friend the Secretary of State's prior written consent is required before such an acquisition is made. I announced on 21 December that I was referring Trinity Mirror's application for consent to the Competition Commission. The reference, which was mandatory under the terms of the Act, does not prejudge the issues involved. The Competition Commission will investigate and report their findings to my right hon. Friend the Secretary of State by 13 March 2000.
