§ Lord McIntosh of HaringeyThe European Commission report provides only aggregate data. It does not contain separate figures for the member states. An appendix to the report gives an overview of the Commission's methodology, which is based on the findings of a large number of studies and an extensive survey of business opinion. A copy of the report will be placed in the Library.
