The Advocate-General for ScotlandUnder section 33 of the Scotland Act 1998, when a Bill has been passed by the Scottish Parliament I have the power to refer it to the Judicial Committee of the Privy Council for a decision on whether it is within the competence of the Scottish Parliament.
Thus far, two Bills have been passed by the Scottish Parliament, and I have not considered it necessary to refer either to the Judicial Committee. They are now the Mental Health (Public Safety and Appeals) (Scotland) Act 1999 and the Public Finance and Accountability (Scotland) Act 2000.
