§ Mr. VazThe Presidency report adopted at the Helsinki European Council on strengthening the common European security and defence policy adopted at the Helsinki European Council, and placed in the Library of the House, proposed the establishment of a standing Political and Security Committee which would deal with all aspects of the Common Foreign and Security Policy, including the common European security and defence policy, in accordance with the provisions of the Treaty on European Union, and without prejudice to Community competence; and that the Committee would be composed of national representatives of senior/ambassadorial level.
