To ask the Secretary of State for the Environment, Transport and the Regions if he will make a statement on (a) the amount allocated and (b) the amount spent on training of local government staff broken down by (i) occupational grade, (ii) type of employment and (iii) gender, in each of the last five years. Some information is available from the People Skills and Development Survey undertaken by the Local Government National Training Organisation (LGNTO). The Survey, to which 22 per cent. of local authorities responded, estimated that training expenditure by authorities in the United Kingdom totalled some £500 million in 1997–98. This included £239 million on the wages and salaries of employees trained. The Survey does not, however, break this information down in the manner requested.

A summary report was sent to all local authorities last year. A copy has been placed in the Library of the House. I understand that the LGNTO intend to conduct another survey this year, for the financial year 1999–2000.
