Mr. Willis

To ask the Secretary of State for Education and Employment if he will make a statement on the arrangements for the distribution of the additional funds for education announced in the recent local government settlement, indicating how much each local authority will receive and what conditions will be attached to the receipt of such funds. My right hon. Friend confirmed in a letter of 31 January 2000 to all council leaders that the extra £50 million grant for education will be paid as a special grant to authorities on condition that it is used for education and added to schools' delegated budgets. It will be distributed among authorities according to their numbers of schools and pupils, following the same pattern as the school improvement grant for 2000–01. My right hon. Friend will want to see prior confirmation that an authority has increased its education budget by the increase for 2000–01 in its education standard spending assessment before making a decision on the release of its share of the £50 million special grant. The table sets out the amount each authority can expect to receive.

Friend will want to see prior confirmation that the whole of an authority's increase in its education standard spending assessment has been passed on to its education budget before he takes decisions on the release of that authority's share of the £50 million special grant. Local education authorities will be required to include their share of the £50 million special grant in their schools' delegated budgets.
