HC Deb 21 February 2000 vol 344 cc802-4W
Mr. Ruane

To ask the Secretary of State for Wales (1) if he will list the(a) number and (b) professions of the alleged abusers who were referred to but not named in the report, "Lost in Care"; [111032]

(2) if he will place a list of the names of the child abusers listed but not named in the "Lost in Care" report in the Library; [111265]

(3) if he will list the nature of the offences that those abusers, referred to but not named in the report, "Lost in Care", are alleged to have committed. [110986]

Mr. Paul Murphy

The report has been published and has been made available to my hon. Friend. The Tribunal's approach to the evidence, including its policy on naming is set out in Chapter 6. It would not be appropriate to list this information outside the context of the report.

Mr. Ruane

To ask the Secretary of State for Wales if he will ensure that relevant information held by public bodies in relation to abusers in connection with the "Lost in Care" report is passed to police forces. [110984]

Mr. Paul Murphy

The Government expect public bodies to pass all relevant information about the alleged abuse of children to the police. This includes any information in connection with the "Lost in Care" Report.

Mr. Ruane

To ask the Secretary of State for Wales if he will list the names of those alleged abusers referred to in the report, "Lost in Care", who(a) are awaiting prosecution for sexual abuse and (b) have not been prosecuted for sexual abuse. [110991]

Mr. Paul Murphy

The Tribunal has explained in chapter 6 of the report "Lost in Care" that it was unable to report at all on some allegations because they are the subject of ongoing police investigations and proceedings. A summary of developments on these investigations and proceedings between 1997 and 1999 is given at paragraphs 50.29 to 50.32 of the report.

It was for the Tribunal to decide who should be named in the report. The Tribunal considered this issue carefully, and has set out its policy on naming names in chapter 6 of the report. It would not be appropriate for me to list any individuals, including alleged abusers awaiting prosecution for sexual abuse or who have not been prosecuted for sexual abuse, whom the Tribunal decided not to name in the report.

Mr. Ruane

To ask the Secretary of State for Wales how many of those named as child abusers in the "Lost in Care" report have been found guilty of child abuse offences during the course of the Lost in Care inquiry. [111264]

Mr. Paul Murphy

I refer my hon. Friend to paragraphs 50.29 to 50.32 of the report.

Mr. Ruane

To ask the Secretary of State for Wales if he will list the names and positions of the alleged abusers highlighted in the report, "Lost in Care". [111053]

Mr. Paul Murphy

The Tribunal considered carefully the issue of naming names, and has set out its policy on this issue in chapter 6 of the report.

The Tribunal's findings against individuals of having harmed children or of being unsuitable to work with children relate to incidents of varying gravity which are described in the report. It is important to read the report to understand the context for these allegations and the Tribunal's findings.

I will not therefore issue a list of their names and positions in isolation from the report.

Mr. Ruane

To ask the Secretary of State for Wales if he will list the names of the alleged abusers, who have not been traced, referred to in the report, "Lost in Care" . [110985]

Mr. Hanson

The names of 28 individuals named in the report whose whereabouts were not known prior to publication were sent to local authorities, health authorities, and NHS trusts in England and Wales last week in confidence and for child protection purposes. The list of names was not drawn up for general publication, and I will not therefore list the names here.

Mr. Ruane

To ask the Secretary of State for Wales how many of the victims of abuse in children's homes in North Wales, referred to in the report, "Lost in Care", committed suicide. [110983]

Mr. Paul Murphy

Information about these tragic events is not held centrally.

Mr. Ruane

To ask the Secretary of State for Wales what(a) authorities and (b) children's organisations were contacted to try and trace the known sex abusers named in the "Lost in Care" report prior to its publication; and if he will make a statement. [111263]

Mr. Paul Murphy

The successor local authorities and the police in North Wales had access to the evidence given to the tribunal. The authorities were therefore able to assess the position of those people who were named in the evidence and who were in their employment or involved in services regulated by them.

However we were not in a position to share the names of those named in the report with other organisations until we had the protection of parliamentary privilege, following laying of the report as an unopposed return in the House of Commons.
