§ Mr. VazThe Charter of Rights should complement the ECHR. The Conclusions of the June 1999 Cologne European Council state that the Charter
should contain the fundamental rights and freedoms as well as basic procedural rightsguaranteed by the ECHR. I therefore welcome the attendance of Council of Europe representatives at all meetings of the Charter Convention.
