§ Jane KennedySection 71 of the Access to Justice Act 1999 came into force on 1 January. Under the new powers, once identification and pathological evidence have been dealt with, the Lord Chancellor will formally direct the coroner to adjourn the inquest and allow Lord Cullen to start his inquiry into the train crash.
