In July 1999, the Cabinet Office Central Computer and Telecommunications Agency (CCTA) issued guidance to departments and agencies reminding them of their obligations to acquire all software legally and to use it in accordance with the conditions of the licence. The guidance reinforced the code of practice endorsed by the Federation Against Software Theft (FAST).
