§ Mr. WicksRepresentations were invited by the Further Education Funding Council in February 1999 on proposals to tackle the serious problems which had arisen with franchising in some colleges. 153 representations were received of which 136 were from further education colleges. A large majority supported the proposed changes for 1999–2000 which were introduced in July.
