To ask the Secretary of State for Education and Employment what steps he will take to ensure the separate identification of those who graduate under the Social Exclusion Unit's concept of graduation at Level 2 and those who graduate after taking a degree. [94765]

[holding answer 19 October 1999]: The Government have asked the Qualifications and Curriculum Authority to develop and consult on the options for a common objective obtainable by all young people which will encourage them to participate in learning beyond 16 and to achieve to at least a Level 2 standard, as recommended in the Social Exclusion Report, "Bridging the Gap". As part of its remit, the Qualifications and Curriculum Authority will consider, and consult upon, a name for such a certificate.
