§ Mr. Wicks[holding answer 19 October 1999]: The Government have asked the Qualifications and Curriculum Authority to develop and consult on the 637W options for a common objective obtainable by all young people which will encourage them to participate in learning beyond 16 and to achieve to at least a Level 2 standard, as recommended in the Social Exclusion Report, "Bridging the Gap". As part of its remit, the Qualifications and Curriculum Authority will consider, and consult upon, a name for such a certificate.
