To ask the Secretary of State for the Environment, Transport and the Regions what plans he has to ensure that substantial new housing developments have access to the necessary infrastructure and services; and if he will make a statement. [94157]

The draft policy planning guidance note 3 (Housing), which is now being finalised in the light of consultation, requires all major housing developments to be planned as communities. This implies adequate infrastructure and services.
