§ The Prime MinisterFollowing recommendations in the Taylor Report on "The Modernisation of Britain's Tax and Benefits System", the Government have introduced the most far-reaching restructuring of the National Insurance System for 20 years. Measures announced in the last two Budgets have been designed to improve work incentives, encourage job creation and build a fairer and simpler National Insurance System.
